Boycott clearly laid down the limitations beyond which the

American Government could not go in its efforts to put an

end to that Boycott, and the Japanese Government cannot I

think fail to recognise that this Colony has, (perhaps at

some risk to British Trade, and certainly at the cost of

acted up to the full extent of those limitations.
